The fact that there may be down time is an argument for paying by the hour. Paying by the bale should be used to incentivize working faster, or so that everyone knows what the amount will be up front - it should not be used to try to get out of paying for downtime. Downtime is part of it. It's not like your help has the choice of leaving and doing something else during that downtime.
I once got asked to help a friend of my boss haul some square bales to a customer that lived an hour and a half away. He and I loaded his gooseneck stock trailer with hay, drove it an hour and a half, unloaded it, and drove an hour and a half back. I don't remember how long we spent loading and unloading, but that was all I got paid for. I spent 3 hours riding in the truck with him to help him get the job done, and I couldn't have been doing anything else during that time, but I didn't earn any money for those hours because I was riding in the truck and not "working". Still pisses me off 25 years later.
