Dean, Those were designed to get most everything out of the bottom of the tank. I have seen over the years were folks would put a nipple and a tee into the fitting to stop the "swirl". You don't want to put a plug on that top side to stop the swirl because the side ports don't have quite enough surface area for the use with a 3" pump.
