I believe (going off memory) …. That this was 1 of the unintended consequences of preferential America first policies about the time of US Steel’s “trajectory” to be sold to a Chinese company. Nippon Steel of Japan eventually JV’d US Steel after the most of our outcry about protectionism of critical industries for national defense capabilities.

All that above, Mosaic’s monopoly or duopoly of the North American fertilizer market was “threatened” by cheaper, State sponsored industries such as Moroccan phosphate imports and petitioned for anti dumping /countervailing duties to “raise the price of the imports” to its monopolistic fleecing price for US farmers. I think Simplot was also a Co-petitioner of the countervailing duties with mosaic/nutrien.

My facts might be wrong but I think my “jist” is close
