Explain how the narrative of immigrants providing a net economic positive effect to the economy are changed due to the addition of .2 trillion discretionary spending over the time period. Since .9 trillion less the .2 trillion in discretionary spending will still come up with a positive .7 trillion of economic benefits over the time period.
