No idea of current fence law but get very aggressive with hot wire. An old rag tag barbwire fence with a hot wire inside keeps cattle where they belong in my part of Kansas. You could get fancy and go to hi tensile. Whatever you do, get a very good fencer on it.
The cost of a very good fence these days is very high in my opinion if the bill is coming out of 1 side.
