I have a pickup that I use for a parts runner, and to get something that runs with 4WD around here and doesn't have obvious issues is gonna cost you $10K or more, one nice enough to take the wife out to eat will run about $20K or more, and that is for something with 150,000 miles and rust starting to eat holes in the fenders.
$21K for a brand new pickup, with manually actuated 4WD, would be right up my alley. Would be a great parts runner, and would be nice enough to go out on the town. The lack of bells and whistles is not a negative to me. If they use mostly standard off the shelf parts, that would be even better. Something that would use standard $20 round headlights instead of custom $250 plastic housings with a $20 bulb inside would be a plus to me, as well.
I wouldn't be all that worried about no dealership, as long as it used off the shelf parts. If they hold true to their promises of being able to use standard code readers for diagnostics, about any competent shop would be able to work on them. Chances are, if they use off the shelf stuff, they might wind up being one of the cheapest vehicles to own long-term (think the old 'component' tractors that you could just keep rebuilding over and over).
