The prior converted definition. That was December 23 1985. Was updated to February 7 2014. So any tile installed before 2014 is perfectly legal.
I wish this was the case. The 2014 Farm bill only grandfathered in Prior converted wetlands as far as subsidized crop insurance not program eligibility.
