How do you know it is 45' deep? If it had 35feet of water in a 24" diameter that should be over 850gallons. At a good flow of 10gallons/ minute it should take over an hour to empty with no recharge. I bet the pump is not anywhere near the bottom and/or the well is full of mud. if it is a 24" curb you should be able to lower a weight into the well to measure the true depth.
