For figuring, 4 amps per horsepower 240 volt single phase. Then, figure only 80% of a service. So, 400 amps does about 80 hp of motors. You can do any number of idler motors to make 3 phase. Or any number of VFDs. I couldn't make vfd work good on manufactured 3 phase, too much vary between phases. I only use them with single phase input. Which is getting to be way more common.
I can't do all the things at once. Recieve, dry, run fans. But what was free install in 1979 costs $3500 now. I can get along.
