The way I see it is we need to somehow force the oil companies to make ethanol available or they just won't. Call that a mandate if you wish. The consumer still has the choice of what to buy. An example would be if Budwiser had control of all the beer distributers and decided to not put any Miller products on the shelves without the government forcing them to do so.
Ethanol policy on E15 relating to SREs.. that’s the big fight.
