Subject: Crop Insurance Approved Yield calculation question

I need help with the Approved Yield on my 2026 production trigger worksheet for my wheat acres.
Here are the rounded off numbers which I question.

Field 1 APH = 110 bpa   Approved Yield = 110 bpa  Makes sense to me.

Field 2 only 1 year of wheat production history 120 bpa certified yield. County T yield = 70 bpa.  Approved Yield = 83 bpa. Seems low to me.

All fields are in the same county. Both of these fields have the same FSA farm number but different tract and field numbers. My expectation was that they would use my APH for this field until it had established 4 years of production history but the NASS definitions for this calculation is somewhat confusing.
