I'm a little confused on this. Are you suggesting that opening E15 year round might prove to be a Trojan Horse and produce unwanted results?
It depends on which E 15 legislature (if any?) gets through..
For me, the House version makes sense.. but it sounds like the Trump administration wants the SRE language stripped from that bill.. even though API was in favor.
The SREs and RINs are a mess.. but without the RFS.. we wouldn't have the market we do.. hence corn would crash.. hence ethanol would be even more competitive.. so..???
The refiners are also not being honest because yes you can make higher octane Gasoline without ethanol.. but you cut the yield.. and hence you need Cheaper Crude to compete vs Corn ethanol.. but a large percentage of refiners.. See CHS.. spent beau coup $$$ to do this.. build Cokers and FCCUs.. back in the day 2012 to comply with clean air requirements.. low sulfur diesel.. etc.. its sunk costs now.. they don't want to go back.. plus they sell the sulfur back to us in thiosul.. (talk about a racket..)
You can adjust on the margin.. a solution is for everyone to crank out higher octane gasoline.. for higher compression more fuel efficient motors.

Were at a critical point in the process.. part of the industry accepts ethanol.. another part may fight to the death against it.. CHS for example.. (dudes.. your a FARMER OWNED COOP!! GET with the program.. )
