I went to private applicator recertification meeting this winter. One of the state inspectors happened to be there, and she responded to a couple questions.

My take on her answers:   Like most bureaucrats she is not there to assist people with compliance or oversee improved practices for reducing problems. No, she has no skin in the game and fully intends to be as pin-headed as possible (i.e., she doesn't care whether she benefits agriculture or farming communities in getting along with neighbors and reasonable compliance with the reg's). She'd rather "catch" somebody with a missing comma in their chemical records, because that's how those kinds of people get promoted. In other words, they're not out to support a positive a result:  a negative result that benefits them personally is more satisfying from a career standpoint and also from a personal "Barney Fife-bigshot-arrogance" standpoint.
