"oh, dang, let us know what we owe you.", now it is on you being the bad guy for requesting compensation for crop damage and not just letting it go. and the cycle repeats because it's easier to ask forgiveness than permission. Paul Harvey forgot the line about spray drift in his God made a farmer speech every farmer thinks they relate to.
