In my state, the state Dept of Agriculture oversees the licensing of pesticide applicators - both commercial and private.  I suggest looking into your state Dept of Agriculture website and if you can find who oversees the pesticide application licensing.  That is whom you refer problems and issues to. They should have someone there whom investigate complaints.
