When using intratumorally--direct injection into a tumor--chlorine dioxide is said to be effective. It was suggested that "Chlorine dioxide promotes an immune response against cancer, significantly enhancing its therapeutic effectiveness."

But, when a person is sealed in a plastic bag and gassed with chlorine dioxide...I'm not aware of an immune response in a scientific journal. No matter what, if a person's immune system is not working, injecting or "gassing" is not going to work.
