Before those gallons of ethanol free gas can be sold, a RIN had to be attached to them. And the only way to get RIN credits is by buying them from someone who used above the 10% ethanol rate or another RIN creating fuels like bio-diesel. So yes all gallons have to use renewable fuel. Even if you don’t use it directly, someone had to use it. So it’s mandated.
