The RFS is not a mandate for 10% ethanol. If it was, there wouldn’t be gas available at the pumps without ethanol.
Ethanol is cheap octane and big oil makes a crap load of money blending cheap ethanol with sub grade (RBOB) gasoline to make it salable. Ethanol will continue to be used regardless of whether the RFS disappears or not.
