Finally a correct answer. I’d use a bit more rebar but the design is right.
Oh there is plenty in there, you just can't see all of it for concrete. Five rounds of 5/8 going around the circumference which is actually less than what the engineered drawing has for a 36' pad that's getting poured shortly. The pad poured by a concrete company for an identical bin was only 18" thick around the outside so 24" thick should be more than overkill
