Because they're trying to convert a volume measurement to weight.     A bushel is a measurement of volume, not weight.      We sell grain by weight.  

Try to get a commercial elevator to buy a bin of corn based on the FSA measurement.    I'd guess they'll trust their scale more than the FSA/MPI measurements.
