Any other President would have gone through the Park Service, and through committee's, and through Congress, funds would be allocated and got it bid out properly and hopefully repaired. Not shoveled a bunch of money at a donor. That's the difference. "Obama" didn't spend 34 million on the reflecting pool. 34 million was spent on the Reflecting pool during the Obama administration.
