I started working at a Cat dealer in 2005. I was there when tier 3 emission hit on road trucks in 2007. It was a mess for the first couple years. Lots of parts updates coupled with a learning curve for the technicians. Cat went to a DPF right away in 2007. Cummins used an EGR system and held off on the DPF for a few more years. I
don't work for Cat anymore, but work as a fleet mechanic for another company now. If I was in your shoes, I would buy something pre DPF, or go as new as possible. Avoid those early years.

I was looking to upgrade from our old straight truck. This spring I bought an 06 international with an ISM Cummins and I bought a little hopper trailer. I went the no emission route.
