For actual penetrating oil I use Zep 45. It’s not cheap- $13 a can but it continues to impress me.
I use a lot of wd 40, you can buy the 1 gallon cans pretty cheap and I also use pb blaster.
But for penetrating and freeing stuck stuff Zep is my go to
