Sanctions are put in place to achieve a goal before the escalation into war. If you feel the goals have been achieved, then release the money. But I fail to see what goal has been achieved to reverse the sanctions. The nuclear threat is still at the level pre war since all that has been achieved is the same promise Iran had before war, the ballistic missile threats are still in place, and the same regime is still in charge.
