Fall insurance price was 10% lower than spring price. Counties with above APH(I believe the ECO calculation are trend adjusted on top of that) still would qualify for some payment with ECO at 95%.
Edit: Counties would have to be almost 6% above expected yield before they wouldn’t qualify for at least some 95% ECO payment.
