At my former coop house we probably ran 100,000 acres of Canopy DF(Cloak, Resist, etc.) at 2 oz per acre over a 10 year period. It was only a helper to a regular residual product. We did it with Prowl and later Warrant. It gave the 2-4D burndown some help. It's great for messing up volunteer corn, won't kill it but will stunt it and slow it down. There just won't be much of any residual control from it standalone. The reason you guy said to only use 2oz of Cloak is because that is like .85 oz of Classic per acre. Here in 15-25 CEC soils we stop at 1 ounce of Classic total, annually or we have carryover issues on the overlaps.

I still use it some every year in pre soys burndowns with Zidua SC at 4 oz per acre.

Edit to add: That's the Zidua that's at 4 oz and Resist(Cloak) at 2oz per acre for clarification.
