Do you have a local dealer? Did you do any training/education on the new planter to familiarize yourself with it?  I'm not familiar with CaseIH planters but I am very familiar with the Precision Planting systems.  If you bought it with the impression that it is a "hook it up and put in in the ground" system that doesn't require any maintenance or adjustments (offseason, in-season, and during the day) the I suggest you go find your old 950 because you will not be happy.  During to off season I inspect my vDrive/vSet meters and Speedtubes.  I make sure all seals and bearings are good on the meters and Speedtubes and also inspect/change the feed rollers on them.  Each morning I try to check my load pin reading and also do a zero calibration while the machine is up.  This ensures each row is getting accurate readings. If you've never done this your row to row readings could be drastically different.  During the day I'll monitor Singulation and adjust my vac accordingly to achieve 99.5% or better singulation.  In my experience 20 inches of vacuum is rarely enough unless you're planting 40lb or less seed.  This year I spent most of the time at 25-28 inches of vacuum. I'll also monitor my Deltaforce to make sure I maintain 100% ground contact.  Since you don't have Speedtubes you also need to pay attention to Good Ride and SRI.  SRI (if I remember correctly) is Seed Release Index and basically aggregates a bunch of things to make sure you are doing a good job.  You should be able to comfortably run 5.5-6.0 mph with your setup if you have good seed bed conditions.  Deltaforce has an automatic and manual mode.  Sometimes, after a configuration change, mine will default to manual mode and I have to change it back to Automatic.  Standard (100) is good for almost all conditions if you are not driving fast or are in real hard conditions.

If you have rows that are not purging correctly you need to dig into the diagnostics and see everything looks the same from row to row.  I purged mine when I installed it many years ago and never have since.  Are your linkages all good?  Is something binding?

My dealer puts on a refresher class each spring.  I go every few years.  I highly encourage you to find a dealer who does this or hire them to come teach you how to use your system.  There are dozens of Precision equiped planters in my community of all different colors and the only complaints I hear are some software updates frustrate people.  I only upgrade if I'm told to.
