I would argue if you are on Medicare the government has a big interest in not paying for your care after a wreck.

In addition to regular insurance premiums, I also paid Medicare premiums all my life as part of the ss/Medicare tax. And when you turn 65, it’s not all free, still pay premiums
By your reasoning, anyone paying insurance should balk at paying for your medical care if you are doing something they consider risky.
