Well I'd say they were doing a pretty piss poor job of containing it since it has been spreading northward from Panama since 2021 and made it into Mexico as early as 2024.
What exactly were they doing? As I understand it the sterile fly production and distribution in Panama has been a joint venture between USDA and Panama's Ministry of Agriculture.
