You have enough tractor for a 16/31 1790 if you chose, unless you've got some big hills.

Plenty for a 12/23 1790. Should be able to find a 2006+ and get the XP style rows for the money you want to spend. Coming from the 7200 you'll be quite familiar with things to look for. Closing wheel arm play, parallel linkage play, disc size, guage wheel arm wear, etc. I have smooth fields and plant soybeans a 7mph with my 1790 using factory JD meters. Running a 16/31 ground drive, no fert behind a Magnum 245 (245hp). Pulled a 12/24 for a couple years with 135hp but that was 5mph tops completely out of power.

The 12/24 will have the offset 2pt that you will move when planting 15" rows, this was designed to be able to plant between corn rows. If you don't need that the 12/23 is nicer not having to make that change as well. 40-60k should put you into the 2006+ XP row 1790 range. I would skip the 1780 myself, they do work, but I can't imagine not having CCS tanks and the 1780 with less room between rows.
