Yes.
There is a hydraulic control and little cylinder. You need to figure out what exactly is leaking, if it is the control or the cylinder. If I remember right, if the control valve is leaking, it is usually just O-rings.
The next step is decision time: Do you fix the seat, only to have it start leaking again sooner or later, or do you can cap off the lines, and install an air seat.
