Same pattern as farmer aid. Talk of aid in September, no actual money until March.
China trade talks. Talk of talks in March-June then nothing until November.
This is Trumps patterm. Deals are 6 month blocks. We won't see an Iran deal until September or October and if the American people were told this it would cause a recession hence the fake talk over and over.
