Agree with Brian. Bolt action .22 rifle with Aguila .22 colibri ammo. I live in town and it makes less noise than my pellet rifles. Just make sure to sight your rifle in for this specific ammo. Point of impact will be different than normal ammo.
If you don't mind spending $ get a suppressor and use subsonic ammo.
