Suppressors are legal in Minnesota for practice and hunting. Just have to apply for a federal permit.
A local gun dealer could help you wth the paperwork.
That said, it would be simpler to buy a powerful and accurate air rifle. If you have a Scheels store nearby they have a good selection.
