Some people find it relaxing to irrigate a crop, some people find it relaxing to build levies. I find it relaxing to drain waterholes.
So, I should be allowed to spend my money as I wish to drain waterholes, irrigate my crops from the river water, and levy the river as I see fit. I really dislike seeing a crop loss to flooding or drought.
