A lot of the money is given to cover losses. If you actually had a loss, it's pretty hard to accumulate profit equal to the subsidy.
With that said..............I'm fine with the govt getting out of the subsidy business on a gradual basis. I've been saying that for over 30 years..............but nobody is listening evidently.
