What kind of cutworm are you seeing? Black cutworm tend to cut plants completely off.  I have seen Dingy cutworm cut into the corn plant below the soil surface.  Then you will see plants die up to a foot tall. I've come to the conclusion - catch cutworm early, and control them early.  Cutworm will work into early June, in your area of PA.
