Not sure what the regulatory environment is in MT but here in IL Gov Fatso has decreed that local govts cannot restrict solar installations with "unreasonable" regulations. But if you want to build a hydrocarbon source generator you will be in court for a while. Not sure what the situation is currently but a few years ago lots of solar installs were delayed because they had to first arrange for a utility to "take" the power-and that takes time.
