It would read that way to me also but I'm not a lawyer.    I would suggest that the Pizza Joint owner consult a lawyer like he should have a long time ago.
I would have to assume (yes I know) that the county either has their own lawyer or has one on retainer to explain to them what their own ordinance means in layman terms.


Honestly, excluding beer and wine sales from the 1000' setback distance actually makes it sensible.   Then its just a setback for hard liquor/bars.
