) had any power to block the sale.

) is the only one that could have blocked the sale of Smithfield after the CFIUS approved it.
So when the US holdings of Syngenta was sold to ChemChina or GNC pharmaceuticals to China or etc., etc. under trump was that 0bama. TDRS most likely.
