Often times multi-conductor bulk wire has more wires than are needed for a given situation so some are simply not used. The braid is often used to shield off any outside interference from some other outside source (alternator, radio etc.) This is not always necessary but shouldn't cause any problems.

Many CAN bus systems use four wires. There is the power and ground pair and the CAN High and CAN Low pair. Often the colors used are red, black, green and yellow to avoid confusion.

This assembly appears to be a splitter or tee of sorts. Note that the connectors are the same style but one has pins and the other two have sockets.

Nothing tricky is being done.

It could be inserted between a pair of existing connectors and provide a branch off to the side for another device.
