Manitoba
Our auctioneer encourages people to use the maximum bid feature, and I know he does not run people up. At our online sale 5 years ago, one buyer when he picked up an item, said that he would have paid up to$650 for an item that sold for about $400. He had lost internet connection momentarily and if he had a maximum bid in, he might have gotten it. Several people, when they picked up their items said that they had gotten them for less than their maximum.
I know someone who during a sale built an app for more a convenient way of viewing a sale. He found out that he could have seen everyone's maximum bid but his ethics did not let him go there. I would call that a major flaw in security.
