I recently was pulled over & given a warning for -on a two-lane road in front of a truck stop; flashed my lights & stopped to allow a semi to pull out on highway in front of me. There was no one behind me, but I was cited for “ impeding traffic flow”.
Bureaucracies cannot survive on sensibility or righteousness. It is a bad thing to do a good deed. As the old saying goes: “ no good deed goes unpunished”.
Not the same thing as original post, but makes the same point: bureaucracies are powerless to fix real problems so they make trouble based on stupid stuff just to promote their power & justify their existence.

I'm struggling to understand this. If you were the only vehicle on the road, why would you stop to let him in? Surely the confusion of what you were doing would have taken the trucker much longer than if you just drove by . Or were you traveling with the truck and wanted to follow ?
