I got the same letter here, I called and she said file a USDOT-MCS-150-Out of Business form; in Minnesota you don't need a USDOT number for farm trucks hauling the distance you describe.
He could be hauling 6 miles into Idaho.
Either way the USDOT number process and regulations need to be gutted.
