I don't see it as forcing anyone to buy anything. I see it as giving everyone to buy the blend of ethanol they choose. Right now, I can buy E15 year-round in Pennsylvania. From what I gather, that is not true everywhere. How about setting the rules so that anyone in every state can choose which blend of ethanol-petroleum fuel they wish to buy?

As far as I know, you can currently ethanol-free fuel. That is a choice you have. Why don't give people the choice to buy E15? Right now, not everyone has that choice. From what I understand.
