Yes they can fail, to drain the clean oil reservoir just put a hose into an SCV outlet and put the other end into the hydraulic filler cap and hold it then activate the SCV and it will empty the reservoir, it should shut off the scv by itself but when you hear it start to cavitate shut off the tractor
