It's a tight spot I usually come over the top. 

A seat belt type filter wrench usually gets them when they are tight.

Can also try a vice grip chain type. 

Or the Channel locks big filter type. 

Tough to get a good bite with pliers though. Can maybe remove 2 fuel filters to get a little more room to work. 

Be sure to remove old O ring clean groove it sets in and lubricate new one with clean oil.
