You can get by if you pre-heat, and wrap/post-heat to try to control expansion and cracking. That's probably more important than the rod or whatever you would use. Gang bolts are under a lot of tension, so are hard to weld, but not impossible. Welded up a long axle on an  IH 315 CultiMulcher probably 30 years ago and it's still whipping along.
