Everybody wants to plant faster and they want the ground to be smooth as glass to minimize row unit bounce. High speed discs, field cultivators w/rolling baskets, and vertical tillage tools all accomplish this. Any consideration that the soil might blow is disregarded. Yes, I would say the soil is getting worked finer than 15-20 years ago. Plus, fields are larger, no windbreaks or fencerows to obstruct the wind.
