I can believe that most .gov agencies were sold on cloud computing. I would wager the average 12 year old is more tech savvy than the department head at most any .gov beauracracy.

Im not following the browser update statement and how it is or isn't related to cloud computing. Internet connected software - browsers especially - need periodic updates to patch potential vulnerabilities and also to introduce new features (spyware). Since the dawn of browsers this has always been accomplished via download from the software developers server or server mirror. I don't feel like Im splitting hairs here pointing out the difference between patching a browser and a government agency adopting cloud computing.
